Sir,
With reference to your letter of 8th instant transmitting for my observations documents received from the Secretary of State referring to the amendment of the law respecting deck loading of timber, and Live Cattle, and Water-tight Bulkheads, I have the honour to report that I have no observations to offer with reference to the two former subjects, but with reference to Bulkheads I forward a Minute by the Government Marine Surveyor on the subject with which I concur.
